The following is a list of the individuals elected to Ukraine’s 450-seat
Supreme Council (parliament) on the lists of the five parties and blocs that
overcame the 3-per-cent barrier in the 26 March 2006 parliamentary election.

The election was the first to be held under a purely proportional system. In
addition, the new parliament is elected for a five year term, rather than
four years as previously. It was also the first election after the
introduction of constitutional amendments that have transferred some of the
president’s powers to the legislature.

                     NEW POWERS FOR THE PARLIAMENT


As a result of the constitutional reform package passed on 8 December 2004
during the Orange Revolution, parliament will acquire the following new
powers:

1. A majority in parliament, rather than the president, nominates the prime
minister and most of the cabinet ministers;
2. The president retains the right to appoint the foreign minister and the
defence minister, as well as the prosecutor-general and the head of the
Security Service, but it is up to parliament to approve the appointments, as
well as dismissals from those posts;
3. It is up to parliament, rather than the president, to dismiss the prime
minister or any of the cabinet ministers;
4. The cabinet has to resign when a new parliament is elected, rather than
when a new president is elected;
5. The prime minister reports to parliament and the president, rather than
to the president only.

Meanwhile, the president obtained the right to dissolve parliament if it
fails to form a majority within 30 days after its first sitting following
the election or to form a new cabinet within 60 days after the dismissal or
resignation of the previous cabinet. (Prime Minister Yuriy Yekhanurov
formally announced the resignation of his cabinet at the first session of
parliament on 25 May, but it is continuing to work in an acting capacity
until a new government is formed.)

The Party of Regions, led by former Prime Minister Viktor Yanukovych and
which ran in opposition to President Viktor Yushchenko’s administration,
gained the most votes in the 26 March poll, with 32.14 per cent of the vote
and 186 seats.

It initially appeared, however, that a majority coalition would be formed by
the three forces that supported the Orange revolution – the Yuliya
Tymoshenko Bloc (which received 22.29 per cent, 129 seats), the Our Ukraine
bloc (13.95 per cent, 81 seats) and the Socialist Party (5.69 per cent, 33
seats). The formation of an Orange coalition was announced in parliament on
22 June.

However, Socialist Party leader Oleksandr Moroz was unexpectedly elected
speaker on 6 July with the support of the Party of Regions and the Communist
Party (which received 3.66 per cent, 21 seats). On 11 July, Moroz announced
the formation of a new “anti-crisis” coalition of Regions, Socialists and
Communists.

This coalition would potentially have a majority of up to 240 seats,
although a number of Socialist MPs have at times appeared unwilling to vote
with the majority. The same day the coalition elected Communist MP Adam
Martynyuk as first deputy speaker.

The Yuliya Tymoshenko Bloc and Our Ukraine bloc have declared that they
are in opposition to the coalition, although several of their MPs have
applied to join the anti-crisis coalition.

Parliament members are listed by faction in the order they appear on the
election lists, which are posted on the Central Electoral Commission (CEC)
website. Some of those initially included on lists withdrew before the
election or have chosen subsequently not to take up their seats.

According to the parliament website, 449 MPs had been registered as of 16
July 2006 (the CEC has allowed one person elected on the Our Ukraine list to
defer registration until September). Status prior to election and background
information are taken from biographical details included on the election
lists and other official sources, except where otherwise indicated.

Names are transliterated from the Ukrainian as given on the parliament
website, where in some cases what appear to be Ukrainian transliterations of
the Russian versions of surnames are given.
