FLASH UPDATE FROM THE VERKHOVNA RADA OF UKRAINE

(IUPDP) Kyiv, Ukraine, Thursday, July 6, 2006

Dear Colleagues:

The Verkhovna Rada is in plenary session as of 11:00 this morning.

After many hours of early morning negotiations, the five parliamentary

factions agreed that Party of Regions stops their blockade of the

Parliament. They have signed an agreement on principles of cooperation

between the coalition and the opposition in Parliament. Some major

points of this agreement are listed below:

[1] Election of VR Chairman, First Deputy VR Chairman, and Deputy

VR Chairman will be held according to the closed vote procedure. The

opposition will have the position of the Deputy VR Chairman who is

in charge of oversight function of the parliament.

[2] Leadership positions in committees will be divided proportionally

according to the per cent of the vote each parliamentary party received

in the last election. Faction representatives agreed to establish 30

parliamentary committees, with opposition chairing 15 committees, and

the majority chairing 15.

[3] All (including VR portion) appointees for positions of Constitutional

Court Justices will have taken an oath by July 24.

[4] Rights of the opposition will be established in the Rules of

Parliamentary Procedure and other legislative acts.
